Vice President of Legal and Affairs of the Parliament of the Ministry of Science: The need to publish student regulations in the information base of universities

The Vice President of Legal and Parliamentary Affairs of the Ministry of Science announced the requirement for universities to publish student regulations in the universities' information base according to the law on publishing and free access to information.

According to the public relations report of the Student Affairs Organization, quoted by the Ministry of Science, Dr. Morteza Farrokhi spoke about the legal issues before and after the reopening of the universities at the meeting of university presidents.

Regarding the discussion of student vaccination, which is one of the key topics in the reopening of universities, he said: Considering the approvals of the Corona headquarters and reaching the desired quorum in the first and second doses, the requirement to inject vaccines to attend universities and classrooms is excluded. .

Farrokhi continued: Universities that want their students to use the dormitories or communal space of universities can create a requirement to inject a reminder dose. Of course, these requirements are not legal.

He said: The university can provide protocols for booster dose injection.

Regarding university contracts, the Deputy Minister of Science said: Considering the experience of Corona, universities should adjust contracts with fluid conditions and adaptable to unforeseen conditions such as the Corona pandemic, so that when the conditions change, they can terminate the contract.

Referring to the prediction of an increase in scientific and research frauds after the Corona closures, the deputy legal and parliamentary affairs of the Ministry of Science continued: due to the holding of non-attendance exams, it is expected that we will see an increase in scientific and research frauds.

He added: In this context, the capacity of ethics committees in research and student disciplinary committees and police violation boards should be used according to the Law on Prevention and Dealing with Violations. Because this issue is a general demand among the majority of professors and academic elites.

Farrokhi, stating the importance of increasing the number of senior officers with the aim of preserving human capital, stated: Some university professors went abroad during the Corona era, we can issue orders to them very quickly and decisively based on the bylaws, but considering that for two years the conditions are not It was normal, the Ministry expects that the presidents of the university will show their dignity and accept their reasons for not being present at the mission site. Stating that two years of closure of universities has brought an accumulation of student demands, the vice president of legal affairs and parliamentary affairs of the Ministry of Science said: "There is a need for university presidents to create a space for the purpose of a safety valve and for this negative burden to be discharged in the university environment."

He continued: University presidents should take the lead in dealing with students and prevent the entry of judicial bodies, and prevent students' cases from being referred to the violation board except in exceptional cases in order to avoid the peak of the first semester and to prevent the consolidation of cases.

In this meeting, the Deputy Minister of Science emphasized the use of legal capacity and strengthening the legal offices of universities and said: In some universities, for example, in one of the universities of Tehran, there is no legal expert.
